ミャンマー、ブルネイにすり寄る中国の真意

「ミャンマーは、中国とアメリカが影響力を競う最前線の一つになった」――中国筋は、このところ中国の軍や武装警察隊の専門家を含むテロ対策グループが続々とミャンマー入りしていると明かした。中国はこれまでミャンマー軍政当局に対して「数件以上のクーデター計画を事前に通告してやり、未然に防いできた」という。

　ところが、昨年十二月と今年三月に首都ヤンゴン市内で爆弾事件が発生、四月には第二の都市マンダレーの中心部でも爆発があり十七人が死傷した。中国側は「ほとんどの事件の背後にＣＩＡ（米中央情報局）の影がちらつく」と米国関与説を唱えている。中国筋は「米国による政権転覆の策動が活発化していると見ており、反転覆活動を強化する」と明言した。

　民主化支援を掲げて軍政当局への制裁を続ける米国や日本に対し、中国は反米意識を煽りながら露骨に軍政当局にすり寄っている。「関連する情報はすべて提供する」との約束を「反テロ顧問団は忠実に守り、軍政首脳陣の信頼を獲得した」という。

　中国がこれほど軍政に肩入れする最大の理由はエネルギー戦略。中国海洋石油がすでにミャンマーの六つの陸上・海洋鉱区で石油・天然ガス田の開発契約を結んでいるほか、中国石油化工も雲南省を経由して石油パイプラインを引く計画に着手した。また中国は、台湾侵攻の際に米国が中国タンカーのマラッカ海峡通過を制約する事態を恐れている。そのため、アンダマン海からミャンマーに陸揚げし、パイプラインで送油することを狙う。アンダマン海のココ島には中国軍のレーダーサイトも設置し、港湾も整備済みだ。

　一方、先に、日本の国連安保理常任理事国入りを阻止する票固めのためブルネイを訪れたと報じられた唐家セン国務委員の本当の訪問目的は、「中国海軍との関係強化の打診」と同筋は解説した。ミャンマー同様、ブルネイとも軍事交流を強化し「近い将来に中国海軍艦船が寄港できる港を整備する」計画をブルネイ政府にもちかけたという。
