Foreign residents proficient in Japanese to be allowed to stay longer

Japan will give ¡Æ¡Æfavorable treatment¡Ç¡Ç to foreign residents with a certain level of Japanese language proficiency by extending the maximum length of stay for their resident visas from the current three years to five years, Foreign Minister Masahiko Komura said Thursday.

¡ÈThe is a deregulatory measure to give favorable treatment to foreigners who can speak Japanese,¡Ç¡Ç Komura told reporters, while emphasizing that language proficiency will not be made mandatory and dismissing concerns that the move is aimed at tightening visa requirements, but he gave no details.

The ministry plans to include the new measure in the Justice Ministry¡Çs revision of current immigration legislation to be submitted to the ordinary parliamentary session next year, a Foreign Ministry official said.

The government hopes that the new measure will encourage foreigners to learn Japanese and help those residing in the country to adapt more smoothly into Japanese society, the official said.

¡Æ¡ÆWe keep, and will keep, the door open for those without Japanese proficiency,¡Ç¡Ç the official said, stressing that those who do not know Japanese will not face higher hurdles in their entry requirements or current residency status. ¡Æ¡ÆWe are simply opening another window for those with a certain level of proficiency.¡Ç¡Ç

But the official, who spoke on condition of anonymity in briefing reporters, was unable to provide crucial details about issues such as how and at what level ¡Æ¡Æproficiency¡Ç¡Ç will be determined.

Due to budget constraints, it is unlikely that the government will develop a completely new proficiency test. Rather, the ministry plans to utilize the current tests offered by the Japan Foundation and the Japan External Trade Organization, better known as JETRO, the official said.

But such tests are currently offered only once a year and at a limited number of locations, according to the official.

The government is also considering the possibility of accrediting people who have completed a certain number of hours of language instruction. But the official said no concrete details, such as accreditation, have been decided.

The official also acknowledged that the government as a whole has yet to come up with any plans to expand language education for foreigners already residing in Japan or whether to subsidize those who want to improve their Japanese to meet the proficiency level to benefit from the ¡Æ¡Æfavorable treatment.¡Ç¡Ç

In addition to extending the maximum length of stay, the government is also considering easing conditions for skilled foreign workers with expertise in Japanese language, such as interpreters, translators and international flight attendants.

This includes possibly lowering the requisite number of years of work experience from the current 10 years to, for example, five years for such ¡Æ¡Æinternational services¡Ç¡Ç visa holders, according to the official.

Of the 27 categories of foreign resident status in Japan, all except those for diplomats, officials and permanent residents currently have a maximum length of stay of three years. Holders are required to undergo screening for each extension.

Diplomats, officials and permanent residents will not be among those targeted by the envisioned measures.

As of the end of 2006, there were 2.09 million registered permanent and nonpermanent foreign residents in Japan, including those in the country for work or study.

Among them, Koreans formed the largest group at 28.7% of all foreign residents, followed by a rapidly rising number of Chinese, and Brazilians¡½many with Japanese ancestry.

Police firing pepper gas and water cannons clashed with union activists in Istanbul on Thursday, as workers around the world made soaring food prices their May Day battle cry.

Clashes erupted in the Turkish capital as hundreds of police surrounded the main square to stop a planned rally.

Thirty-eight people, including eight police officers, were injured, and 530 were arrested, the governor of Istanbul said at a press conference.

Volatile crowds also staged rallies in the Philippines¡Ç capital of Manila and Indonesia¡Çs Jakarta, carrying signs demanding ¡ÈJobs, Justice, Food¡É and ¡ÈLower Food Prices Now.¡É

Sharply rising prices for staples such as rice were the focus of many demonstrations in Asia, where rallies were patrolled by huge numbers of police.

In Singapore and Bangkok, protesters waved signs reading ¡ÈExpensive rice prices, cheap labor wages. How can laborers live?¡É

The benchmark Thai rice variety now fetches some $1,000 a ton, three times more than a year ago.

Business also stopped in China as the communist nation celebrated the national holiday, with traffic jams blocking some roads out of Beijing.

In South Africa, ANC leader Jacob Zuma told a rally that state social security aid for 12 million citizens is now ¡Èunder strain due to the rising cost of living.¡É

African trade unions called for a cancellation of interim trade accords with the EU that replaced preferential tariff agreements early this year.
