All 50 of Japan's nuclear plants were shut after the meltdown at Fukushima, which was triggered by a tsunami and earthquake. The crisis was regarded as the worst nuclear disaster since Chernobyl in 1986. Road blocked It will take until Wednesday before the No 3 reactor at Ohi, in Fukui prefecture on the west coast, can start supplying electricity. The reactor is expected to be fully operational by the end of the week, the operator, Kansai Electric Power Co (Kepco) says. About 100 of the 650 protesters at the nuclear plant blocked a nearby road overnight, but a Kepco spokesman said the reactivation was not affected, according to the Reuters news agency. The restart of the reactor follows an order by Mr Noda last month authorising the reactivation of both it and another reactor at Ohi - No 4 - following stress tests. Reactor No 4 is to be restarted on 14 July. At the time, he called on the Japanese to support the move, saying it was needed to bolster the economy and prevent energy shortages over the summer. The decision was welcomed by businesses who had voiced concern over the lack of power for industry. Dissent On Friday, tens of thousands took part in anti-nuclear rallies in Tokyo outside Prime Minister Yoshihiko Noda's official residence, chanting "Saikado hantai," or "No to nuclear restarts", in what correspondents say was a rare show of dissent in Japan. ============================================================================ 防災タワーとして注目される三重県の錦タワー 昨年3月の東日本大震災以降、南海トラフ地震や、首都直下型地震など、大型地震の被害想定が頻繁に改められている。例えば、首都直下型地震では、最大震度は7で、東京湾岸では最大で2.6mの津波が予想されている。 地震と、それに伴う津波からどう身を守るかというのは喫緊の課題である。東日本大震災の被災地では、住民を高台に移住させる計画など、様々な対策が考えられているがうまく進んではいない。 被災地・岩手県の県議会議員である佐々木茂光氏は次のように話す。 「高台への移転を進めても、漁業関連の仕事をされている方々は海に面した作業所で仕事をしなければならない。そのため、一時避難できる高層の建物を建設するという考えもあるのではないかと思い、今年に入って視察に行きました」 岩手県のほか、全国各地から視察が相次ぎ、すでに1000人を超す人が訪れているのが、三重県大紀町にある「錦タワー」だ。高台まで逃げなくとも、緊急避難先として活用するための防災タワーとして1998年に建設された。 高さ21.8mの5階建てで、津波の高さを6.4mと想定し、耐震強度は建築基準法の1.5倍で設計されている。2階以上のフロアと階段に500人を収容できる。周辺の錦地区日の出町の住民は約200人。釣り客などを含めても十分な収容力だ。 錦タワーが建設に至った理由は、大紀町が過去に甚大な津波被害に遭っていたことにある。昭和19年、東南海地震で発生した津波で、紀勢町（現・大紀町）の錦地区では64人が亡くなり、全壊家屋447戸、被害船舶101隻という被害を被った。錦タワー発案者の大紀町・谷口友見町長（72）は当時5歳だった。 「祖母と一緒に必死で高台へ駆け登ったのを覚えとる。高台でなくてもすぐに高いところに避難できればと思った。それ以来、どうすれば町を津波から守れるか、ずっと考えていた」 谷口町長は昭和61年に紀勢町の町長になってから、長年温めていた「津波避難タワー」を徐々に形にしていく。 「大根を削って四角柱か円柱か、八角柱かと、形状を試行錯誤した」（谷口町長） 構想2年、削った大根は数百本。素案を名古屋市の設計事務所に持ち込んだ。 「素案は、津波で漁船が流されてタワーにぶつかったときに、漁船を受け流せるよう、上に向かって細くなる円柱形になっていて、非常に練られていました」（伊藤建築設計事務所代表・小田義彦氏） 過去には、「津波なんか来ないで（タワーが）無用の長物になればいい」と発言した町長に、「税金の無駄遣い」との指摘がされたこともあった。しかし、完成から14年、その先見性が認められ、東北沿岸部復興の救世主となる可能性もある。 錦タワー（ウィキペディア抜粋）錦地区は津波災害に対する意識が強い地域である[4]。住民の協力で高台に至る避難経路が整備され、集落には避難場所を示す案内標識・誘導灯・情報表示板を設置することで、円滑な避難ができるように工夫がなされている[5]。さらに担当職員を常時配置することで震度4以上の地震が20秒以上継続した場合、無条件でサイレンを鳴らして避難を呼び掛けるという気象庁の発表よりも早い避難態勢を構築している[6]。 しかし錦は標高が低く、集落内を奥川という河川が流れているため、避難がしづらくなっている[1]。特に日の出町地域は、川に囲まれているため橋が落ちた場合、住民は避難経路を失って孤立してしまう[3]。そこで高台まで避難することが困難な人のために、街中に錦タワーという避難施設を置いている[5]。 錦タワーの建設費は1億3800万円[3]。防波堤を建設するとなれば最低でも数百億円は必要となる上、東日本大震災では効果の限界が露呈した[3]。 毎年12月7日には避難訓練を実施し、錦タワーへの経路を確認している ＝＝＝構 造＝＝＝ タワーは海抜高度4.2mのところにある鉄筋コンクリート構造の5階建の建築物で、高さは21.8mである。昭和東南海地震の波高6.5mを基準にし、8.1mの2階部分に避難場所となる集会所を設置している。最大500人が施設内に避難することができる。 タワーにはさまざまな工夫がなされている。津波の力や津波で流されてきた船舶が衝突する際の衝撃を分散させるよう、円柱形をとっている。また、階段を外周に設置することで流された人を見つけやすくしている。 非常用の備えとして、500ml入りペットボトルの水100本、毛布50枚、救命胴衣、自家発電設備を用意する。 ＝＝＝タワー内の構造＝＝＝ 階 海抜高度（m） 地表からの高さ（m） 施設 5階 20.2 16.0 展望スペース（非常時は避難所） 4階 16.2 12.0 避難所 3階 12.2 8.0 防災資料館 2階 8.2 4.0 集会所（非常時は避難所） 1階 4.2 0 トイレ・消防倉庫大紀町観光協会HP内（錦タワーの写真・構造図あり） http://www.kankotaiki.jp/others/nishiki-tower.html |
