Proposals to prevent wars and starvation in the world ,and to help solve global environmental problems
The League of Nations and the United Nations were founded in 1920 and 1945 respectively with lofty ideals of world peace. Although the United Nations are better organized than the League of Nations, opinions of victor nations and great powers were reflected in the structure of the United Nations. The UN proved to be incompetent because of the fact that it could not prevent Iraqi War and could not take effective measures to solve the Israeli-Palestinian conflict. I think the function of the UN should be improved and strengthened.
I think a fundamental problem with the UN is that permanent members of the UN Security Council have a veto. Once a permanent member of the UN Security Council or its ally begins a war, the UN has no power to intervene the war as proven in its history. To put it simply, today’s UN is an organization founded after the Second World War to prevent wars like the Second World War, not a body to stop the Third World War from happening. The UN Security Council itself is a defective and unfair organ. So I assert strongly that the Security Council should be properly reorganized to be a body to assure equality for all of the nations and human beings.
An idea of “the International Federation” (provisional name)-An ideal system in which the UN is improved and strengthened.
1. World Congress (A world version of a national assembly)
World Congress consists of the Upper House and the Lower House. Each UN member country sends two representatives to the Upper House. The Lower House is represented in proportion to each country’s population.
(Bicameral legislature such as the United States)
2. World Court of Justice
This Court is empowered to solve international conflicts such as territorial disputes.
3. World Peace Keeping Force
This Force enforces UN member nations to comply laws.
Merits of “the International Federation”
1. Conflicts between nations will be left in World Court of Justice’s hands and wars will not break out.
2. Starvation and extreme poverty will disappear and inequality among the world economies will be improved.
3. Global Environmental Problems will be reduced.
4. Infectious diseases in the world like SARS will be better contained.
5. Disasters in the world, such as Tsunami in the Indian Ocean, will be mitigated.
The utmost challenge, I believe, is how World Peace Keeping Force will be established in a manner that its objectivity, neutrality and impartiality is maintained. It should be a good system that every country provides World Peace Keeping Force with funds as many as its defense budget. If this system is institutionalized world wide, it will be predicted that each country’s defense budget will decrease year by year and the budget will be reduced to nearly zero in the end. For example, if one country with a troop of 200,000 fights against World Peace Keeping Force, whose troop has 5,000,000 soldiers, the result should be obvious. The country will be inevitably defeated. That country will find it worthless to maintain a big force and may reduce its troops to 100,000 next year and to 500,000 the year after next. The prediction is that troops of each country will be gradually downsized and will be abolished in the end. In the next stage World Peace Keeping Force will be also able to gradually downsize. Possibly all weapons in the world will not need to exist or as many as only ten machine guns will exist. This is my anticipation.
Five trillion US dollars, which is only 0.5% of huge world military budget, will be able to help solve starvation problem in the world. The rest of that money will be able to mitigate global environmental problems as well as North-South issues with a series of well coordinated policies.
World Peace Keeping Force should be stranger than any countries’ troops. The Force should be under the control of every nation on the globe, i.e. “the International Federation”. Under these circumstances, even big countries with strong military power will not be able to invade other countries, restrict freedom of other nations or whatever. In the long run, those evil countries will give up an idea to use their troops and a deterrent will come to exist.
I believe that establishing this system mentioned above is not a mere dream but a feasible plan. I can show you a best historical model of this system. That is the U.S.A. in former times. Every State in U.S.A. used to keep their own troops and try to solve conflicts over water irrigation rights and the boundary militarily. Then United Force, which consisted of every state’s troops, was established to avoid a meaningless armed conflict and a mediation system was instituted. States have continued to keep their own troops until now, but their scale is rather very small.
