Subsequently an employer only needs to submit a training plan detailing the duties and
responsibilities of the candidate.

Again, this ascertains that the J-1 Visa category was established by the Mutual Educational
and Cultural Exchange Act of 1961 to promote foreign policy objectives of mutual
understanding between the people of the United States and other countries not only through
job site training but also through EDUCATIONAL and CULTURAL ACTIVITIES.
