Dear All: The Security Council will hold a ministerial meeting on Monday, 24 July 2006 on children and armed conflict. Since 1999, this thematic issue has become a regular item on the Council's agenda and is one of the most developed in the Council: six resolutions have been adopted, a working group has been set up, and regular debates continue to take place. The issue is of vital importance to the International Criminal Court, as conscription of children soldiers is one of the war crimes prosecutable under the Court's Rome Statute. The last resolution on this thematic issue, Resolution 1612, adopted on 26 July 2005, created two important structures: a monitoring and reporting mechanism and a Security Council Working Group on Children and Armed Conflict. The monitoring and reporting mechanism collects, organizes and verifies the information that goes to the Working Group. The Working Group is then expected to review these reports and monitor progress every two months. During the meeting, the Chairman of the Working Group on Children and Armed Conflict will present a report on the work done by the Group since the adoption of Resolution 1612. The Special Representative of the Secretary-General on Children and Armed Conflict and a representative from the United Nations Children's Fund (UNICEF) are also expected to brief the Council during the debate.
