慰安婦問題に関してヘイトスピーチや彼女たちを非難するその他の示威運動を防止するため、公衆を教育するよう勧告

慰安婦問題に関して、パラグラフ26で以下のように日本政府に勧告しました。

  

26. 委員会は、経済的、社会的及び文化的権利の享受と賠償を受ける権利に関して“慰安婦”たちが被っている不当な扱い（搾取the exploitation）による継続的で否定的な影響を心配している。（第11条：相当な生活水準への権利、第3条：男女の平等）

 

委員会は締約国が“慰安婦”に対する不当な扱いによる継続的な影響の問題に取り組むために、また彼女らが経済的、社会的及び文化的権利の享受を保障するために必要な全ての措置を講じることを勧告する。

委員会はまた、締約国がヘイトスピーチや彼女たちを非難するその他の示威運動を防止するために“慰安婦”の不当な扱い（搾取）に関して公衆を教育することを勧告する。

 

 

26.     The Committee is concerned about the lasting negative effects of the exploitation to which ‘comfort women’ were subjected on their enjoyment of economic, social and cultural rights and their entitlement to reparation. (art. 11, 3)

 

The Committee recommends that the State party take all necessary measures to address the lasting effects of the exploitation and to guarantee the enjoyment of economic, social and cultural rights by ‘comfort women’. The Committee also recommends that the State party educate the public on the exploitation of ‘comfort women’ so as to prevent hate speech and other manifestations that stigmatize them.

"Lessons from Chernobyl for Fukushima: Consequences for People and the Environment"

Two years after the nuclear disaster at the Fukushima Daiichi power plant, experts disagree over the health impact from the radioactive fall-out. The public is confused and does not know whom to believe.

Although the disaster at the Chernobyl nuclear power plant in today’s Ukraine lies 27 years back, the health impact and the number of deaths is still disputed. One expert who does not believe in the official figures of governments and international organizations, such as the IAEA and WHO, is Dr. Aleksei Vladimirovich Yablokov. Dr. Yablokov was a science advisor to Mikhail Gorbachev, the last leader of the Soviet Union, and conducted a meta-analysis of available documents leading him to estimate up to 1 million deaths attributable to the disaster.

2009, his findings were published in English by the New York Academy of Science as "Chernobyl: Consequences of the Catastrophe for People and the Environment". This study has been updated and translated into Japanese by a team of volunteers over the past two years. The book is published in Japan by Iwanami Shoten.

On the occasion of the book launch, Aleksei Yablokov will give a presentation at the FCCJ to discuss his findings and parallels between Chernobyl and Fukushima. He will explain how this book can help establish better measures and policies for radiological protection in the post-3.11 Japan.

国連社会権規約委員会第3回日本政府報告書審査をふまえ

政府に対して原発の問題をはじめ　厳しく勧告

 

　今回の原発の問題に関する勧告パラグラフ25では、「再度」「再度」と繰り返して日本政府が12年前の勧告を全く実施していないこと強調し、さらに「特に」と語気を強めて、国民に対する『包括的で信頼性のある正確な情報提供』と、災害発生時の『迅速に全ての情報公開』を求め、今月末に人権理事会で最終勧告予定のグローバー氏の勧告実施を求め厳しく勧告しています。

25．委員会は原子力発電施設の安全性に関する必要な情報の透明性や公開が不十分であり、核事故の防止やそれへの対処のための地域の準備体制が全国的に不足していることにたいする憂慮を再度、表明する。

福島原発事故においてはこれらが被災者の経済、社会、文化権の享受に悪影響を及ぼしている。（第11条、12条）

 

 

委員会は再度、加盟国にたいし原子力発電施設の安全性に関する問題の透明性を高め、核事故への準備体制確立を急ぐよう勧告する。 

特に、委員会は加盟国にたいし、潜在的な危険性、防止策、対応計画などに関する包括的で信頼性のある正確な情報を国民に提供し、災害が発生したら迅速に全ての情報を公開することを確実にするよう要請する。 

委員会は加盟国にたいし、最近日本を訪問した到達可能な最高水準の身体および精神の健康を享受する全員の権利にかんする特別ラポルツール(※)の勧告を実行するよう奨励する。

 

 

※　国連「健康に関する特別報告者」アナンド・グローバー氏が、昨年11月に来日調査を行い勧告のドラフト(案）を発表し、来週5月30日に、国連人権理事会で最終的に日本政府に対して勧告します。

Concluding observations on the third periodic report of Japan, adopted by the Committee at its fiftieth session (29 April-17 May 2013)                 

 

25.          The Committee reiterates its concern about the lack of transparency and disclosure of necessary information regarding the safety of nuclear power installations and at the insufficient nationwide community preparation for the prevention and handling of nuclear accidents which, in the case of the Fukushima nuclear accident, has led to negative impact on the enjoyment of economic, social and cultural rights of victims. (art. 11, 12)

The Committee recommends, once again, that the State party increase transparency on issues relating to the safety of nuclear power installations and step up its preparedness to nuclear accidents.

In particular, the Committee urges the State party to provide the population with comprehensive, credible and accurate information on potential hazards, preventive measures and response plans, and to ensure prompt disclosure of all information when disasters occur.

The Committee encourages the State party to implement the recommendations of the Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health from his recent visit to the State party.
