「われわれは、米国がイラン核合意の包括的共同作業計画（JCPoA）から脱退したため、同国が制裁を追加で再発動したことに対し、深い遺憾の意を表明する。

JCPoAは、国際的核不拡散構造と多国間外交の主要要素であり、決議第2231号で国連安全保障理事会で全会一致の支持を受けている。同計画は、欧州、地域および全世界の安全保障にとって不可欠なものだ。

JCPoAは機能しており、その目的に向けて成果を挙げている。国際原子力機関（IAEA）は、報告書で12回続けてイランが同合意に基づいた約束を順守していると確認している。

われわれは、イランが今後も、JCPoAで示された全ての核に関する約束を完全に果たすことを期待している。

JCPoAはまた、イランとの貿易・経済関係にプラスの効果を与えるために国際制裁の解除について規定しているが、最も重要なことは、イラン国民の生活に良い影響を与えることにある。

We deeply regret the further re-imposition of sanctions by the United States, due to the latter’s withdrawal from the Joint Comprehensive Plan of Action (JCPoA).

The JCPoA is a key element of the global nuclear non-proliferation architecture and of multilateral diplomacy, endorsed unanimously by the UN Security Council through Resolution 2231. It is crucial for the security of Europe, the region, and the entire world.

The JCPoA is working and delivering on its goal. The International Atomic Energy Agency (IAEA) has confirmed in twelve consecutive reports that Iran is abiding by its commitments under the Agreement.

We expect Iran to continue implementing all its nuclear commitments in full, as set out by the JCPoA.

The JCPoA also provides for the lifting of international sanctions in order to have a positive impact on trade and economic relations with Iran, but most importantly on the lives of the Iranian people. 

It is our aim to protect European economic operators engaged in legitimate business with Iran, in accordance with EU law and with UN Security Council resolution 2231.

As parties to the JCPoA, we have committed to work on, inter alia, the preservation and maintenance of effective financial channels with Iran, and the continuation of Iran’s export of oil and gas. On these, as on other topics, our work continues, including with Russia and China as participants to the JCPoA and with third countries interested in supporting the JCPoA. These efforts have been intensified in recent weeks, particularly those underpinning the European initiative to establish a Special Purpose Vehicle on which we are proceeding with work to set up. This will enable continued sanctions lifting to reach Iran and allow for European exporters and importers to pursue legitimate trade.

Further work must be done to assist and reassure economic operators pursuing legitimate business under EU law. Our Finance Ministers will further pursue this at their next meeting. Our collective resolve to complete this work is unwavering. 

We remain committed to implementing the JCPoA as a matter of respecting international agreements and of our shared international security, and expect Iran to play a constructive role in this regard.

国連総会決議第68/163号により『ジャーナリストへの犯罪不処罰をなくす国際デー』と制定された11月2日に、われわれは世界各地で自らの職務に従事したために命を失い、攻撃に遭った全てのジャーナリストに敬意を表する。また、同様の敬意を、もはや調査を遂行できなくなってしまった同僚に代わり、その仕事に携わり続けている勇気あるジャーナリストたちにも表したい。

EUは引き続き、ジャーナリズムの質、公的情報へのアクセス、および表現の自由を高めるために自身が有する適切な対外政策と資金手段の全てを駆使していく。今後も「欧州報道・メディアの自由センター」への資金支援を続け、人権擁護活動家支援プログラムを通じた、的を絞った保護策を提供し続ける。

Declaration by the High Representative on behalf of the EU on the occasion of the International Day to End Impunity for Crimes Against Journalists - 2 November 2018

Democracy cannot live without free, diverse and independent media. Journalists and media actors across the globe hold states, government officials, corporations and society at large accountable for their actions. But far too many among them face threats and attacks simply for carrying out their work, while the perpetrators of these attacks often act with total impunity.

On this day, which has been proclaimed as the International Day to End Impunity for Crimes Against Journalists, by virtue of the UN General Assembly Resolution 68/163, we pay tribute to all those journalists around the world who lost their lives and suffered attacks in the exercise of their profession. We also pay tribute to all those brave journalists who are taking up the work of their colleagues who can no longer pursue their investigations.

The assassinations of investigative journalists Daphne Caruana Galizia and Jan Kuciak in the EU, demonstrate that no region of the world is immune to this. These despicable crimes need to be thoroughly investigated and prosecute, as it is the case for the killing of Saudi journalist Jamal Khashoggi in the Saudi Consulate in Istanbul. We have asked and expect that Saudi Arabia cooperates on a thorough, credible and transparent investigation and we insist on the need for clarity on the circumstances of his death and full accountability of all those responsible for it.

There is in many countries a worrying tendency to erode and shrink the space for free journalism, often by putting indiscriminately in question the credibility of media to discredit and weaken their work. Journalists need an environment where they are able to work in safety and security, both online and offline, without fear of harassment, political pressure, censorship or persecution. A robust legal system must protect media houses and journalists all around the world so that they can fulfil their work in full independence. In a time where disinformation is on the rise, the safety of journalists must be guaranteed to allow them to promote accurate reporting for the benefit and in the interests of all our citizens.

The EU will continue to use all appropriate external policy and financial instruments to enhance the quality of journalism, access to public information and freedom of expression. It will continue funding the European Centre for Press and Media freedom (ECPMF) and providing targeted protection through Human Rights Defenders Support programmes.

All states within and outside the European Union have a duty to fulfil their obligations to protect freedom of expression and the safety of journalists by providing an enabling legal environment, by taking threats against journalists seriously and by vigorously prosecuting actual attacks. We expect all to reinforce preventive measures, mobilising all actors and creating national safety mechanisms, in line with the UN Plan of Action on the Safety of Journalists and the Issue of Impunity.

Free journalism is the backbone of free societies: undermining it means undermining our own freedom.

Statement by High Representative/Vice-President Federica Mogherini on the award of the Nobel Peace Prize to Denis Mukwege and Nadia Murad

This year’s Nobel Peace Prize celebrates the strength, the courage and the vision, the stories of a man and a woman who have risked their own lives to help, protect and save others. Denis Mukwege and Nadia Murad have worked tirelessly within their communities to bring about change, and put an end to the use of sexual violence as a weapon of war.

I have had the privilege to meet both Denis Mukwege and Nadia Murad when they were awarded with the European Parliament’s Sakharov Prize. Their stories have inspired our action in the last years.

Denis Mukwege has devoted his entire life to help women who have suffered during years on conflict. He has helped them start again and move past the violence they have suffered, to take control of their lives, to fight for their freedom and for the future of their country.

Nadia Murad has refused to accept the violence imposed on her and on her people. She rebelled against the idea that people can be made slaves because of their religious beliefs, that women can be treated as a war trophy, that rapes and sexual violence during conflicts can be dismissed as normal practice and not considered as they are: war crimes. Nadia believes that it is possible to change culture and attitudes, through a personal and collective commitment to change.

The European Union has financed Denis Mukwege's Panzi Hospital through its development and humanitarian assistance. And we are supporting reconstruction and reconciliation in Iraq, to help build a country where all people can find their place – whatever their faith, their ethnicity and their gender. We will continue to lead the way in the work to protect and advance everyone’s fundamental rights.​
