Whereas the first generation of foreigners, the so-called guest workers of the 50s and 60s, showed no increased crime rates (see H.-J. Albrecht , 1997;perhaps as the social control and pressure to adapt to the new living conditions were felt so strongly), studies in the 70s and 80s already revealed that young foreigners of the second and third generation of immigrants had considerably elevated crime rates (about twice as high as their German counterparts, see P.-A.

The data of the federal police statistics shows that the proportion of foreigners amongst 14-25 years old young offenders is between 17% and 33%, whereas the proportion of foreigners in the total population is between 10% and 16% (see also Schwind , 2003, 465). A study of the Lower Saxony criminological research institute demonstrated that 83% of the increase of crime rates for the 14-21 years old age group during the period from 1984-97 (in the old federal states) was caused by foreigners (see Pfeiffer et al ., 1998).

"Identifying the Roots of Immigrant Crime"

In Berlin, young male immigrants are three times more likely to commit violent crimes than their German peers.

"As a rule, criminal or violent careers usually begin at an age when jobs and the job market don't yet play a role, which is between 14 and 17." he pointed out. "Access to criminal groups is a key factor. If a young person grows up in an area where there are lots of criminal gangs ready to welcome him into the fold, then the risk that he gravitates towards crime is significantly greater than it would be in other areas. In this respect, ethnic considerations play no role at all."

But what are the options?
"It's time we asked ourselves as a society how to stop isolating young people with poor academic results, and how to offer them the social recognition and financial means necessary to lead a contented life that's free of violence," said Berlin social worker Elvira Berndt.

"BKA - Bundeslagebilder OrganisierteKriminalität - Bundeslagebild OrganisierteKriminalität2017"
BKA 2018-08-11 .
By the 2010s most organized crime in Germany was committed by citizens of other countries. In 2017 proportion of non-German citizen suspects increased from 67.5% to 70.7% while the proportion of German citizens decreased correspondingly. For the German citizens, 14.9% had a different citizenship at birth. For several types of crime and drug crime in particular, organised crime gangs were dominated by people from countries with high rates of immigration to Germany. Some of the arrived families instead relied on tribal and Islamic codes of justice.
