日本が「防衛装備移転三原則」を閣議決定、中国を挑発―中国紙

中国紙・環球時報は2日、「社説:日本が武器輸出を拡大させて中国を挑発」と題した記事を掲載した。以下はその概要。

日本政府は1日、「防衛装備移転三原則」を閣議決定し、47年間続いた「武器輸出三原則」に取って代わることとなった。新たな規定では武器輸出の制限が大幅に緩和されている。平和憲法の改正とは異なるものの、日本が戦後の法的枠組みから脱却する重要な一歩となった。

安倍政権のこうした行動は、日本が中国と領土争いを抱える周辺国への武器輸出を拡大させ、中国の周辺環境に新たな脅威を形成することになるとみられている。日本はこれを通じて軍事産業の発展を刺激し、中国との戦略的対抗能力を固めようとしているようだ。だが、中国は恐れる必要はない。中国にとって、日本が作り出す衝撃の力は日本が思うほど強くないからだ。

日本はすでに平和思想を放棄した。中国は中日関係が力と力の対抗にさらに一歩近づく準備をする必要がある。過去の戦略的互恵関係は崩壊し、双方の対抗がどこまで進むのか誰にも予想できない過渡期に突入した。日本は精神的にかなり落ち着かない状態に陥っており、地域全体のリスクを大幅に高めている。中国は力を用いて安倍氏ら日本の政治家の角を平らに磨いていくしかない。これは東アジアの2大強国にとって21世紀前半の宿命なのだろう。

The political energy displayed by Japanese Prime Minister Shinzo Abe in sending Japan off in the wrong direction is becoming a real threat that the international community needs to effectively guard against, says an opinion piece in People's Daily.
 
人民日報の投稿欄によれば、安倍首相が日本を誤った方向へ導こうとする政治的な動向は、国際社会が効果的に対抗しなければならない現実的な脅威になりつつあると述べられている。

Under Abe's leadership, Japanese right-wing politicians have redoubled their efforts to glorify the country's militarist past. These frequent farcical attempts to deny historical truths with the purpose of confusing right and wrong have a direct bearing on human conscience and the international order. Through the shoddy antics of a bunch of Japanese right-wing politicians, the world can see clearly the true colours of Abe as a backstage manipulator. Since assuming office again, Abe's plan to reshape Japan and push it toward the right in accordance with his own will is being implemented step by step.
 
安倍の指揮のもとで、日本の右翼政治家はかつての軍国主義者を賛美しようとする努力を強めてきている。善悪を混同させて歴史の真実を否定するばかげた試みが頻繁に行われていることは、人類の良識と国際社会の秩序に重大な影響を与えている。日本の右翼政治家たちは数々の悪事に手を染めているが、国際社会はそれらが明らかに安倍の政治理念の本質に従って行われていることを見抜いている。政権に返り咲いて以来、自分の思い通りに日本を改造して右傾化を推進するという安倍の政策は一歩一歩着実に進行中である。

As some Western media have noted, Abe's manipulation of events from expanding the military to worshiping war criminals in order to further his agenda is dangerous.

In the past, a policy of appeasement finally led to a world war. Today, if Abe is allowed to continue along his chosen road, the stability and prosperity of Asia will be at risk.

都知事選の結果に思うこと
 
 都知事選が開票され、舛添氏が圧倒的な票を集めて新都知事に当選しました。残念ですが予想したとおりの結果になってしまいました。2位が宇都宮氏になったのはちょっと意外でしたけど、3位の細川氏と合計しても舛添氏には及ばず、安倍自民党の支持の強さを見せつけられました。
 
 選挙戦のときから言われていたことですが、選挙は当選しなければどんなに立派な政策をもっていても全く意味がありません。安倍ファシスト政権を打倒するためにも、宇都宮、細川陣営は話し合って統一候補にしなければなりませんでした。この点は反安倍政権を掲げる出馬した本人どうしの合意が一番大切ですが、候補者を支える人たちにも問題があると思います。
 
 それからメディアの歪曲報道も問題ですね。とくにNHKが安倍政権の代弁報道機関に転落してしまい、原発問題を取り上げることをできるだけ報道しないようにしてしまったことが舛添氏を有利にしたことは明らかだと思います。
 
 投票率の低さは記録的な積雪も原因でしょうが、都民の選挙に対する関心の低さを示しています。今回は安倍ファシスト政権の暴走を食い止めることができるか、具体的には改憲して戦争への道を食い止めることができるか、原発推進で国土破壊の危険を食い止めることができるか、教育破壊を食い止められるか、国民の大多数が反対した秘密保護法案の強行採決のような非民主的なやり方にNO!を突き付けることができるか、など非常に大きな選挙だったわけです。それだけに、投票率の低さは、都民の政治への無関心、民主主義の放棄、利己主義や事大主義が蔓延っている現実を見せつけられた感があります。
 
 安倍政権の人気は何といってもアベノミクスによる景気回復の期待です。大多数の国民が原発推進や秘密保護法案に反対していますし、日中戦争が起こることを望んでいないでしょう。戦争で死にに行こうなどと思っている人はいないでしょう。安倍政権で景気がよくなり賃金が増えて生活がよくなればいいと考えている人が多いのではないかと思います。都民のエコノミックアニマルぶりを物語っているともいえるでしょう。
 
 それから20代、30代といった若者が田母神氏や舛添氏への投票率が高かったことは注意すべき点でしょう。とくに田母神氏は最悪の歴史歪曲、帝国主義の最たるものですから非常に危険な人物です。舛添氏も安倍氏ほどではないにしても歴史認識が狂っていることは明白です。これは石原都政による教育破壊がもたらした結果ではないでしょうか。
 
 さて、舛添氏はどのような政治理念をもっているか、『しんぶん赤旗2014年01月27日 』を見てみると、

舛添氏 著書で消費税大増税・改憲提案/安倍首相の持論とそっくり

 元厚労相の舛添要一東京都知事候補=自民党都連、公明党都本部推薦=が、「消費税率10%以上に」「憲法改正を早急に」などと、安倍首相とそっくりの持論を著書で展開しています。

 著書は、2010年に出版した『日本新生計画 世界が憧れる2015年のジパング』です。

 舛添氏は同著で、「日本の法人税が高すぎる」と強調し、「法人税は、韓国並みの25%が適切ではないか」と法人税の大減税を主張。一方で、「財政危機に陥っている現状や、高齢化によって社会福祉に一層の財源が必要になることも考え合わせれば」として、「2020年頃には、消費税率を10%以上にしなければ、財政は立ちゆかなくなるだろう」と、消費税の大増税を提唱しています。

 舛添氏は、大都市圏にさらに超高層ビルを林立させるよう主張。「山手線内にも、一軒家に住んでいる人がたくさんいる。申し訳ないが、この方たちには、協力をお願いしなければならない」と、都心部での大規模再開発のために、住民の追い出しを推進する考えを示しています。

 さらに「そのうえで大都市圏の中心部は、超高層縦型都市に改造する。超高層ビル、超高層マンションが林立する街に」「そのためには、建築規制の緩和、規制撤廃も必要」と書いています。

 舛添氏は、小泉純一郎元首相がすすめ、各種の「規制緩和」で格差と貧困を拡大した「構造改革」路線をさらに推進すべきだったと主張しています。

 雇用対策では、「派遣労働を全面禁止したり、最低賃金を引き上げたりすれば、製造業の海外移転はますます加速化し、産業が空洞化してしまうのではないか」「雇用の弾力性はある程度必要だ」として、不安定な雇用制度の継続を主張しています。

詰め込み教育提唱
 舛添氏は、日本の子どもたちの学力が低下したのは「ゆとり教育」が原因だと批判し、「詰め込み教育」に転じるよう主張。「詰め込み教育ができる教育制度に変える」とし、具体的には現在の6・3・3制から、中高一貫教育に変えるよう提案しています。

 舛添氏は自衛隊について「軍隊と認められていないがために、自衛のための武装組織として自衛隊が働くのに不都合な点がたくさんある」とし、「憲法改正を早急に行うべきだ」と強調しています。

 このように安倍政権そっくりだと書いてあります。現実的には石原暴政の復活と見たほうがいいのではないでしょうか。
 
 国政に関しては、安倍総理の靖国参拝以降、失態に失態を重ねてきた政権与党としてはポイントを稼いで少し持ち直したというところでしょうけど、現実的には国際社会への影響はほとんどありませんし、国内についてはファシズムが一層進み、国民の生活は確実に悲惨になっていくと思われます。
 
 最近の日本をみていると、マルティン・ニーメラーのことばを思い出しますね。これにはいくつかのバージョンがありますが、そのうちの一つを挙げておきますね♪
 
『彼らが最初共産主義者を攻撃したとき』
 
 ナチスが共産主義を攻撃したとき、私は多少不安だったが、共産主義者でなかったから何もしなかった

 次に彼らは社会主義者を攻撃した。私は前よりも不安だったが、社会主義者ではなかったから何もしなかった

 日本国民はいったいいつになったらコトの重大さに気づくのでしょうかね。自分たちが攻撃されたときでは、すでに後の祭りになってしまうことは歴史が証明していると思うんですけど。。。。

Co-chair of the Japan Restoration Party, Osaka Mayor Toru Hashimoto: Part of Japan's new right-wing leadership, Hashimoto recently lebeled sex slavery a 'necessity' for Japan's former Imperial Army.
I have complained here before about the apathy and inaction of the Japanese people in the face of their leaders' refusal to apologize to the surviving victims of sexual slavery at the hands of the Japanese Imperial Army during WWII.
 
Since that time, Japan has changed its leaders, and they remain determined to take action. Unfortunately, such action will lead them even further into the realm of public ignominy.
 
In 2013, nobody would imagine Germany electing a chancellor who supported an openly-revisionist scheme, and who regularly denied Nazi atrocities.
 
In 2013, nobody would imagine the German people remaining silent if, once elected, this chancellor dared say that those deported during the war had gone to the [concentration] camps of their own free will, or that using the term "invasion" is the wrong way to qualify the aggression against Poland in 1939.
 
In 2013, no one would imagine such a chancellor parading around in the manner of Josef Mengele, the Auschwitz doctor nicknamed the "Angel of Death."
 
Shinzo Abe spells end of democratic Japan
 
Yet this is what is happening in Japan - a country where the political system is completely dominated by families who played a central role in the years of lead under Imperial Japan. [The French expression Années de plomb or "years of lead," is a Cold War term referring to a period of extremism.]
 
That is why no Japanese prime minister can obtain or retain power without pledges of proper conduct, by, for example, visiting the Yasukuni Shrine, where [war] criminals are commemorated amidst heroes.
 
The latest prime minister to author such appalling provocations is named Shinzo Abe, a fascist who dreams of destroying democracy and seeing a rebirth of imperialist Japan.
 
Abe succeeded Yoshihiko Noda, whose 481-day reign ended on December 26 - an honorable score in a country in which only two leaders since 1970, Yasuhiro Nakasone and Junichiro Koizumi, have passed the 1,000 day mark.
 
Shinzo Abe himself barely held on for a year in his last term (2006-2007), at which time he did the "best" he could in the furtherance of his grand plan, for example, by supporting the (ultranationalist) Japanese Society for History Textbook Reform.
 
In France, such policies would be outlawed.
 
Let's remember that in France, negationist and revisionist activity like this would feel the full weight of justice. But in Japan, the corruption of the political class since the war has guaranteed that no similar legal framework has emerged.

Just one prime minister, Tomiichi Murayama, has dared put forward the beginnings of an ersatz, semi-proto-excuse, for the atrocities committed by the Imperial regime during the Second World War. And even that was just a personal apology. It came in 1995, on the occasion of the 50th anniversary of the end of the conflict.
 
Could it be that Tomiichi Murayama - a socialist - considered the November elections already lost, after the criticism he received for the way he managed the aftermath of the Kobe earthquake? In the mean time, his declaration continues to irritate those with nostalgic thoughts of empire. For the 60th anniversary of the war in 2015, Shinzo Abe has expressed the clear wish to replace Murayama's declaration - we’ll come back to this.
 
Abe also wants to revise the Fundamental Law of Education, so that schools inculcate a "love for the country" in Japanese schoolchildren - in other words, he wants to promote nationalist indoctrination of the younger generations.
 
Shinzo Abe is also fighting to modify Article 9 of the Constitution - which clearly states that Japan is a pacific nation. Needless to say, the local neo-Nazi sympathizers abhor this constitutional safeguard - we’ll come back to this as well.
 
[Editor's Note: Article 9 says: (1) Aspiring sincerely to an international peace based on justice and order, the Japanese people forever renounce war as a sovereign right of the nation and the threat or use of force as means of settling international disputes. The right of belligerency of the state will not be recognized.]
 
Comfort women a 'necessary evil'
 
During his first passage leading the country, Shinzo Abe was unable to pursue his dreams, when he was torpedoed by scandals in his own government.
 
This time, in an increasingly stifling political atmosphere, he has returned to power at the fore of a strongly right-wing majority.
 
Noda, his predecessor, who was supposedly center-left (Democratic Party), played on nationalist sentiment all he could to remain in power, without hesitation risking war with China to guarantee his place at the top of the election list.
 
Of course, in doing so, he ventured into the territory of more extreme politicians, by whom he was then thrashed. Abe’s party may not on its own have an absolute majority, but with its extreme-right allies the Your Party and the Japan Restoration Party, it controls everything.
 
The leader of the latter grouping, the young mayor of Osaka, Toru Hashimoto, recently provoked a global outcry by saying that, all things considered, "comfort women," the victims of sex slavery organized by the Imperial army, had been "necessary."
 
This provocation was meant to reinforce control over his party, which was on the verge of imploding at the time. His co-chairman Shintaro Ishihara was once again threatening to go it alone. The former Tokyo governor has the requisite pedigree for going far in politics: he is racist and considers the Nanking Massacre a myth.
 
Nationalist provocations to retain power
 
Such provocations, which immediately trigger indignant reactions from countries victimized by the Imperial regime’s acts of violence - first and foremost Korea and China - have, unfortunately, become the only way to exist politically in Japan.
 
The day after Hashimoto's 15 minutes of fame, to remind everyone who’s boss, Shinzo Abe thought it would be a good idea to take things even further.
 
With a huge grin, he posed as a pilot in a jetfighter - and by choosing aircraft number 731, he was making an unequivocal reference to notorious Unit 731, in which Japan's version of Josef Mengele, Shiro Ishii, carried out his abominable experiments on human beings.

Just to make sure that the world didn’t think he chose the aircraft by chance, the prime minister, just above the number, added the words "Leader S. Abe" in English.
 
A proven war criminal, the leader of Unit 731 avoided trial by negotiating his release with the Americans in exchange for the results of his more minor experiments.

Moral bartering like this continues to cost us dearly today. Not only does it represent one of the most shameful moments in the history of American democracy, but the absence of justice and condemnation for a large number of Japanese imperial war crimes has, from the beginning, made possible the corruption of Japanese democracy and the impunity of revisionists like Abe.
 
Shinzo Abe's "flight 731" succeeded so well that the international press brought the atrocities of Unit 731 back to the public eye, turning everyone's attention to the very events that he and his friends are seek to deny and erase from memory.
 
U.S., South Korea and China outraged
 
Japan's extreme right is never very subtle. Last year, pressure put on the United States to remove a memorial in Palisades Park to victims of sexual slavery, had already provoked a backlash.
 
Not only did New Jersey authorities obtain even stronger support from its citizens, but the international media again took up the affair, shedding light on a period of history little known of in the West.
 
In the same vein, the visit of [right-wing French politician] Jean-Marie Le Pen and his entourage to Yasukuni resulted in some pretty toxic fallout.
 
This time, the United States joined South Korea and China in voicing its indignation. The next day, Abe was forced to issue a small clarification, which was to say the least vague, but at least no a complete step backwards.
 
It concerned Murayama’s 1995 declaration. Abe said that in 2015, he would not take back what had been said after all. That is good, but quite frankly it comes as no surprise: even among the ranks of Abe’s party, some thought it risky to take on the issue before dealing with Article 96.
 
Article 96 sets out the conditions for any modification of the Constitution: a two-thirds majority in both chambers, the wording having to be ratified by popular referendum.
 
 
This technical article is easier to do away with than Article 9, and would open the floodgates for more spectacular alterations.

Concerning the definition of the word "invasion" to refer to Imperial aggression, Abe said that he "never said Japan hadn't invaded other countries." The thing is, neither did he say that he thought Japan had in fact invaded other countries ...
 
And on the subject of Hashimoto’s remarks on the Imperial Army’s sex slaves, Abe said that neither he nor anyone in his party shared Hashimoto’s views. But there again, Abe is not offering a full picture of his thoughts on the matter.
 
In reality, Abe has momentarily put things on hold, but he's not retreating. He has simply become aware of the red lines he shouldn't cross before he modifies the Constitution to give himself complete freedom.
 
He continues to make more and more provocations, and comes up against no noteworthy opposition in his country, and hasn't given in an inch to international pressure.
 
And Shinzo Abe isn’t leaving anything to chance. Losing his post due to a financial scandal or an economic crisis is out of the question.
 
On the contrary - the artificial propping up of the economy in the short term (yet another strain on the balance sheets) reinforces public support. While his predecessors had fallen between 20 and 40 points in the opinion polls after five months in office, Abe has managed to fiddle a few additional points, up to 72 percent.
 
Make no mistake about it: Shinzo Abe is democratic Japan's worst enemy.

Shinzo Abe denies Japan's invasion of China was an 'invasion' per se

Anyone offended by my characterisation of Japanese politicians who visited the Yasukuni war criminals shrine over the weekend as 'assholes' may want to look away. Japanese prime minister Shinzo Abe has reportedly told lawmakers that he does not believe that Japan's invasions of other countries during World War II can be considered "invasions".
 
Abe claimed that since there are no "international or academic definitions" of invasion "it depends on the point of view of individual countries". There are no international or academic definitions of 'fucking idiot' (probably), but I'm confident in labelling Shinzo Abe a fucking idiot, just as I'm confident - along with all mainstream historians - in labelling the presence of over three million Japanese troops in China from 1937-1945 a fucking invasion*.
 
The Japanese prime minister's apparent inability to understand basic concepts of language or history is an attempt to appeal to the country's insane far right, who loathe then prime minister Tomiichi Murayama's 1995 apology to all Asian victims of Japanese aggression during WWII.
Experts here slammed Abe's remarks. Ko Sang-tu at Yonsei University said, "That is simply absurd. It's like saying Hitler's invasion of Poland wasn't really an invasion. If a German chancellor had said the same thing, he or she would have had to resign."
The Japanese media were critical of [last weekend's Yasukuni visit]. The Asahi Shimbun urged cabinet members to exercise "restraint" in speech as well as action, while the Mainichi Shimbun warned Japan's "national interests are at risk" if such strain is put on cooperation with China and South Korea in trying to rein in North Korea.
Japanese politics seems to be in thrall to the country's most dangerous, most insane elements, at a time when East Asia desperately needs Japan to be the voice of reason.
 
*Note: The Asahi Shimbum translates Abe's statement as about "aggression" rather than "invasion". Abe's statement is equally stupid with either translation, and he'd be hard pressed to find a rational thinking person who doesn't categorise over 20 million Chinese dead as "aggression".

Japan’s leaders are still stubbornly refusing to admit their war crimes

Opinion: German honesty about and repentance for its actions prepared the way for European peace.

The Yasukuni Shrine, where 14 Class A war criminals and over 1,000 Class B and Class C war criminals (defined as those who committed “crimes against peace” and “atrocities against humanity”) convicted by the International Military Tribunal for the Far East are enshrined, was a spiritual instrument and symbol of Japanese militarism in Japan’s wars of aggression and colonial rule in the second World War.
 
靖国神社には極東国際軍事裁判(東京裁判)による14人のA級戦犯と1000人を超えるB,C級戦犯(これらは”平和に反する罪”、”人道に反する罪”と定義されている)が合祀されており、第二次世界大戦において侵略と植民地支配における日本軍国主義の精神的支柱と象徴であった。
 
On December 26th, 2013, Japanese prime minister Shinzo Abe paid homage to the Yasukuni Shrine, which once again besmirched the memories of Asian peoples who suffered unspeakable losses and miseries from Japan’s aggressive wars. Anyone with memories of the painful anti-fascist struggles or knowledge of modern European history would find it easy to understand their disappointment and indignation at Mr Abe’s flagrant act. If you don’t, just imagine how you’d feel about the sight of the incumbent German chancellor paying homage to Adolf Hitler, out of apathy and disrespect to those victimised by the Nazis during the second World War.
 
2013年12月26日、日本の安倍晋三総理大臣は靖国神社に参拝し、日本の侵略戦争で筆舌に尽くしがたい被害と苦痛を被ったアジアの人々の記憶に再び泥を塗った。いたたましい反ファシズム闘争の記憶やヨーロッパの歴史の知識をもった人なら誰でも安倍氏の目に余る行為にアジアの人々が失望し憤慨するのを理解できるだろう。もし解らないのなら、現職のドイツの総理が無神経にもアドルフ・ヒトラーに敬意を表し、第二次世界大戦でナチスの犠牲になった人たちが軽蔑する光景を想像してみるといい。
 
The German government and the German people deserve a great deal of respect for their attitude towards history. Over 43 years ago, on December 7th, 1970, Willy Brandt, then chancellor of the Federal Republic of Germany, knelt down in profound apology in front of the monument to the Warsaw Ghetto uprising. This impressive gesture boded well for a brand new chapter of German and European history, for Brandt’s kneeling down in penitence helped guide Germany out of the defendant’s seat.

Not only have successive German governments admitted Germany’s war crimes and sincerely apologised to Nazi victims; they have all made unequivocal denunciations of Nazism. Germany’s repentance and apologies were an essential contributing factor in genuine reconciliation in Europe, as well as the restoration of faith in peace and a shared future in the hearts of European peoples.
 
歴代ドイツ政府はドイツの戦争犯罪を次々に認めてナチスの犠牲者に謝罪しただけでなく、彼らは皆、ナチズムを明白に糾弾してきたのである。ドイツの悔恨と謝罪は、ヨーロッパでの真摯な和解をもたらし、平和への信頼を回復し、ヨーロッパの民族と心から一緒に未来を歩むために必要不可欠であった。
 
Almost 69 years has passed since the war ended in 1945, yet the Japanese government has never faced up squarely to Japan’s war-waging and misery-inflicting past, has never conducted conscientious introspection and earnest reflection; nor has it made an official apology. Instead, Japanese prime ministers and some other cabinet members have on numerous occasions paid visits to the Yasukuni Shrine honouring as “heroes” the culprits and commanders of Japan’s wars of aggression, who caused terrible suffering to millions of people in Asia.

A handful of extreme right-wing forces blatantly altered history coursebooks, seeking to depict the Japanese wars of aggression as the “liberation” of backward nations, and attempting to reinterpret bloody massacres as “a self-defensive holy war”. The Yasukuni Shrine, where militarism is advocated and war criminals are honoured, received 33 visits from eight Japanese prime ministers (out of 12) in the three decades after the end of the war (1945-1975), and 27 visits from Japanese prime ministers in the decade between 1975 and 1985, including six visits deliberately made on August 15th, to mark the date when Japan surrendered. In 1985, right-wing forces in Japan exerted even greater pressure, and prime minister Yasuhiro Nakasone took the entire cabinet to pay official homage to the shrine.
 
一握りの極右勢力は、厚顔無恥にも歴史教科書を改竄して、日本の戦争の侵略行為を後進国の”解放”と記述しようとし、残酷を極めた夥しい虐殺行為を”自衛のための聖戦”と書き換えようとした。靖国神社では軍国主義が謳われ、戦争犯罪人が賛美されているが、そこには大戦後の30年間(1945−1975)で日本の総理大臣(12人のうちの)7人が33回参拝している。さらに、1975年から1985年までの間の10年間で総理大臣の参拝が27回あり、その中の6回はわざと日本の敗戦日の8月15日に行われている。1985年には日本の右翼勢力はますます恥知らずになり、中曽根康弘総理は内閣総出で公式に靖国神社を参拝した。
 
 
Since Mr Abe took office as prime minister, he has not only openly questioned whether Japan should be defined as an “aggressor”, he has also attempted to portray China as a threat; he even posed for a photo in a military jet marked with the provocative number 731 - the code of an infamous Japanese biological warfare research facility performing human experiments in China during the war. This time he visited the Yasukuni Shrine in disregard of international opposition, and, even more alarmingly, he has voiced his wish to amend the post-war pacifist constitution imposed on Japan by the United States.
 
安倍氏は総理大臣として政権を掌握して以来、日本が”侵略国”かどうか疑問であると公言してきただけでなく、中国が脅威であるかのように印象づけようとしてきた。安倍氏はさらに挑発的な731の番号が付いた戦闘機の中でポーズをとった。この番号は戦時中、中国で人体実験を行った悪名高い日本の細菌戦研究機関の暗号だった。このたび安倍氏は国際社会の反対にも拘わらず靖国神社を参拝した。さらに警告すべきことは、彼は大戦後、合州国が日本に押し付けた平和憲法を改正するつもりだと発言した。
 
“It is not that I’m reluctant to let go of the past. I have many Japanese friends. I have great respect for Japanese culture and religious beliefs. However, when I see the Japanese prime minister and other Japanese politicians bowing solemnly and respectfully to honour the convicted war criminals, I can only shudder with fear, grief and indignation.”

This is a comment made by a Chinese man orphaned in the Nanjing Massacre of December 1937, in which over 300,000 defenceless residents of the ancient city of Nanjing were killed and over 20,000 women were raped and one third of the city consumed by fire. The horrible massacre was but the tip of an iceberg - in the eight years of China’s struggle against the Japanese aggressors, total Chinese casualties amounted to 35 million.
 
これは1937年12月におきた南京大虐殺の中で孤児になった中国人のコメントである。そこでは古都南京で30万人を超える無防備の住民が殺され、2万人以上の女性が強姦され、街の3分の1が焼き払われた。この恐るべき大虐殺は、しかし氷山の一角だった。―日本の侵略者たちとの8年間の戦いで、中国人の死傷者はおよそ3,500万人に上った
 
Those eight years (1937-1945) were the darkest period in China’s long history. The atrocities committed by Japanese militarists - massacres, torture, rape, and live human experiments of biological warfare - constituted a man-made disaster for the Chinese nation and others. Many people still have bitter memories of losses suffered in Japan’s military attacks on Peal Harbor, the Philipines, Burma, Singapore and so on. Even British troops suffered thousands of casualties in the Pacific War. No one would wish to see such calamities repeated in human history.

I harbour respect and appreciation for Japanese culture, which has thrived with numerous Chinese elements learned from China’s Tang dynasty. I surely understand that even war criminals and their families are entitled to human rights. I know that a majority of the Japanese people have a clear and sober understanding of Japanese history, and that they have an earnest yearning for lasting peace.
 
私は日本文化に尊敬と賞賛の念を抱いている。それは中国のタン王朝から学んださまざまな中国の要素とともに栄えてきたものである。私はもちろん戦犯やその家族でも人権をもつ資格があることは理解している。また大部分の日本人は日本の歴史を明確に正しく理解していて平和が続くことを熱心に望んでいることを知っている
 
However, I can hardly hide or stay silent about my profound disappointment with the Japanese leaders, who neither have shown penitence nor have the decency to admit past wrongdoings, draw lessons from history or strive for forgiveness. I cannot but join those with conscience and integrity in opposing and condemning the flagrant, provocative act of a head of government paying homage to the souls of militarists. The resurgence of militarism in Japan, as evidenced by Mr Abe’s track record, not only appalls those Asian nations once ravaged by the Japanese empire, but also further diminishes the chances of a genuine Asian reconciliation. This evil trend should be a cause for grave concern amongst people throughout the world who cherish peace and uphold justice.
 
しかし、日本の指導者たちがひどく失望させる行為を、私は見ぬふりをしたり黙っていることができなくなる。彼らは過去の過ちを認めて悔い改めることも礼儀正しく振る舞うこともできないし、歴史に学ぶことも、許しを請う努力もやらない。私は良心的に誠実に、政府の首相が軍国主義者の魂を参拝する目に余る挑発的な行為を反対し糾弾することに関与せざるを得なくなるのだ。安倍氏の行為から明らかなように日本軍国主義が復活すると、かつて日本帝国主義により戦禍を被ったアジアの国々を震撼させるだけでなく、アジア諸国との真の和解の機会がさらに少なくなる。この危険な傾向を、平和を愛し正義を守る世界中の人々は深刻に懸念しなければならないだろう。
 
Among the many qualities shared by the Irish and Chinese peoples is a deep love of peace. Both were victimised by foreign aggressors – imperialists and colonialists. Both understand that without a correct attitude toward history, there can be no lasting peace to speak of. Queen Elizabeth II touched millions of Irish souls by visiting the Garden of Rememberance in Dublin on May 17th, 2011, laying a wreath and bowing to honour those who died for Irish freedom. This historic gesture played a remarkable role in reconciliation between the Irish and the British. It does not take a great stretch of imagination to see that a similar gesture by a Japanese prime minister would considerably improve Japan’s relations with its neighbours. Together with an unreserved, sincere apology, it would perhaps help heal the terrible wounds that have been repeatedly ripped open by Mr Abe and his predecessors in the past seven decades.
 
アイルランドと中国の民族の間で共有されている多くのことは平和に対する深い愛情である。どちらの民族も外部の侵略者―帝国主義者と植民地主義者たちの犠牲になった。どちらも歴史について正しい姿勢で向かい合わなければ平和を語り継ぐことができないことを理解している。エリザベス女王二世は、2011年5月17日、ダブリンにある『追憶の庭』を訪れて、アイルランド解放のために犠牲になった人々に花輪をささげて頭を下げ、数百万のアイルランド人の霊魂に触れた。この歴史的行為がアイルランド人とイギリス人との和解に多大な役割を果たした。日本の総理大臣がこのような行動をするなら、日本と隣国との関係が少なからず改善されることは容易に想像することができるだろう。同時に率直で真摯な謝罪をすれば、おそらく安倍やその前任者たちによって過去70年間繰り返し引き裂かれてきた深い傷を癒すのに役立つだろう。
 
Whether the Japanese prime minister should visit the Yasukuni Shrine is a major issue of right and wrong that concerns aggression vs anti-aggression, good vs evil, and light vs darkness. In the light of Mr Abe’s lamentable choice of aggression, evil and darkness, I hope the Irish people will speak up on such an issue and make their voices heard.
 
日本の総理大臣が靖国神社を参拝するかどうかということは、侵略か反戦か、善良か邪悪か、栄光か暗黒か、というような善悪の選択を問う重要な問題なのである。安倍の侵略、邪悪、暗黒という嘆かわしい選択をしたことについて、私はアイルランドの人々が、そのようなことにをしたことについて意見が伝わるように話してもらいたいと思う。
 
Today, I would like to call on Japan to acknowledge history without bias or distortion, to indulge in profound introspection, to make sincere apologies to its neighbours in the Asia-Pacific region and to unequivocally and irreversibly renounce militarism, which up to this day has haunted millions of people across the globe. I call on Japan to take concrete action to show its sincerity by following a path of peaceful development, promoting Asian reconciliation, and safeguarding world peace. I call on Japan to do what it can in penitence and atonement to wash away memories of the sins and crimes committed by Japanese militarists, and to prevent militarism and fascism from coming back.
 
今日、私は日本に歴史を修正、歪曲しないで認め、深く反省し、アジア−大平洋地域の隣国に真摯な謝罪し、そしてこれまで世界中で夥しい人々を悩ませてきた軍国主義を明白に逆行できないように放棄することを要求する。私は日本に平和的発展を追求し、アジアの和解を深め、世界平和を守る具体的な行動をとることを要求する。私は日本に日本軍国主義が犯した多くの犯罪の記憶を洗い流し、かつての軍国主義やファシズムに逆行しないように、できる限り悔い改め、償いをすることを要求する。
 
To Prime Minister Abe, I would say: You ought to give belated closure to the governments and peoples of all those Asian countries once abused and humiliated by Japanese troops commanded by militarists by making solemn and sincere apologies on behalf of Japan; you should also apologise to the Japanese people for not having given them an opportunity earlier to vacate the defendant’s seat of history’s trials, to say goodbye to the past, and to join hands with other Asian nations to build a peaceful, prosperous and harmonious Asia.
 
私は安倍総理に言いたい。遅きに失したが、あなたは政府を閉鎖し、かつて軍国主義者たちが指揮する日本軍によって虐げられ辱められたすべてのアジア諸国の人民に日本を代表して厳粛で真摯な謝罪をしなさい。さらにかつて歴史の裁判の被告席から立ち去る機会を与えられなかった日本人に対しても謝罪しなさい。過去の軍国主義にさよならをし、アジアの国ぐにと手を取り合い平和で繁栄する協調的なアジアを構築するために。
