This is Heita Kawakatsu, Governor of Shizuoka Prefecture.

What follows is a drill.

Just now, a large earthquake occurred in Shizuoka, inflicting heavy damage throughout the prefecture. Shizuoka Prefecture and all of its constituent municipalities have established disaster response centers and are responding to the situation with their utmost effort, placing the greatest priority on saving lives. They have also contacted the national government to request emergency assistance from the Self-Defense Forces and other rescue services.

I ask all residents of Shizuoka Prefecture to focus first and foremost on securing their own safety. As tsunamis will strike repeatedly, please continue to evacuate until the evacuation order has been lifted. Please also take care to protect yourselves from aftershocks.

In addition, I ask everybody to cooperate with and assist one another. It will take time for emergency rescue services to reach those affected. In the meantime, local disaster prevention organizations and firefighting squads must assume responsibility for rescue operations and extinguishment of fires. Their services will be of particular importance for vulnerable groups such as the weak and the elderly.

The prefecture and its municipalities will continue to provide information via radio and loudspeaker broadcast. Please act calmly, do not listen to rumors, and follow the instructions of local officials and police officers. Let all of us Shizuoka residents unite and get through this unprecedented disaster together.

3 Hamaoka Nuclear Power Plant Status
・Cooling systems for reactors and fuel pools are stable. The area outside of the plant is not being affected by radiation.

This is Heita Kawakatsu, Governor of Shizuoka Prefecture. I would like to inform all residents of Shizuoka Prefecture that this is a drill. Just now, a large earthquake occurred in Shizuoka Prefecture, causing heavy damage throughout.

The Prefecture and all municipalities contained within have established disaster response centers and are responding to the situation with their utmost effort, placing the greatest priority on saving lives. They have also contacted the national government to request urgent assistance from the Self-Defense Forces and other rescue services.

I ask all residents of Shizuoka Prefecture to focus first and foremost on securing their own safety. There will be tsunamis striking multiple times. Please continue to evacuate until the evacuation order has been lifted. Please also take care to protect yourselves from aftershocks.

Message to Shizuoka Prefecture Citizens (Post-earthquake)


Prefectural residents, this is Shizuoka Prefecture Governor Heita Kawakatsu. This is a drill.

A large-scale earthquake has occurred within the prefecture.

Shizuoka Prefecture has established a practice Disaster Countermeasure Headquarters and has put priority on saving lives. Help from the Self-Defense Forces has been requested.

Please help other members in your community in rescue and aid actions.

Shizuoka Prefecture and municipalities will continue to release information through the television and radio.

Shizuoka Prefecture residents, unite and pull through this unparalleled crisis together.

県民の皆さん、私は静岡県知事の石川嘉延です。
To all residents, this is the Governor of Shizuoka Prefecture, Yoshinobu Ishikawa.

先ほど、県内に大規模な地震が発生いたしました。
A large-scale earthquake has occurred within the prefecture.

現在、県、市・町では、災害対策本部を設置し、全職員をもって対応に当たっております。また、国に対して、可能な限りの応援要請をしました。
Disaster Control Headquarters have been set up within the prefecture in various towns and cities to assess the damage with appropriate staff members. We have requested available support from the country.

しかし、この地震と直後に発生した津波により、県内各地域で大きな被害が発生しています。
This earthquake and the following tsunami have created extensive damage various areas of the prefecture.

自衛隊などの応援部隊の救援・救助の手が差し伸べられるまでには、ある程度の時間がかかることが予想されます。
It will likely take time for Self-Defense Forces and other support forces to reach these areas.

県民の皆さんは、これまでにも訓練を重ねてきました。
今こそ、その成果を発揮するときです。それぞれの地域で、お互いに助け合い、避難誘導や救出に全力を挙げてください。
特に、お年寄りや体の弱い方などには、できる限りの配慮をお願いします。
Residents of the prefecture have practiced for this several times. It is time to put that experience to use. In each community, work together and put your power towards evacuation guidance and rescue. In particular, please help the elderly and physically weak.


根拠のないうわさやデマが流れることもあると思います。県、市・町は、ラジオ、テレビなどを通じて、公式にいろいろな情報をお伝えします。それらの情報に十分に注意し、正しくその内容を把握するとともに、市・町の職員や警察官の指示に従い、冷静、的確な行動をとってください。
There will likely be many rumors circulating. Official information will be distributed through the government, radio, and television. Please pay close attention to this information, listen to municipal workers and police officers, and calmly take appropriate action.
