Damage situation of higher education institutions and trends in evacuation facility function due to the Kumamoto earthquake

Abstract
Analysis of the survey results of the damage situation of higher education institutions such as universities and junior colleges due to the Kumamoto earthquake and the survey results of the evacuation facility function since the time of the earthquake showed a significant disparity in the response content of evacuee residents. There was also a disparity in the barrier-free situation, and there was also a disparity in the expertise of welfare response of faculty and staff. From that point of view, we will consider how we can build functions such as welfare evacuation centers for future disasters.

1. Background and purpose of research

Private Kumamoto Gakuen University (comprehensive university including welfare) in Kumamoto city was designated as an evacuation place from Kumamoto city. There were also geographical environmental conditions from the earthquake, students, local residents, people with disabilities and elderly people who need long-term care were evacuated from the surrounding area. Therefore, what the university executive team judged emergently, accepted voluntarily as a welfare evacuation center 1) as a university facility is known throughout the country through various reports. Depending on the university, there were several places where 80% of facilities and buildings were destroyed, and there were cases where it was difficult to accept local people living in disasters.
Kyushu Nursing Welfare University (Tamana-shi), a publicly-owned private company that I work for, was a shake of about a little seismic intensity, and building damage was mild. However, due to the designation of Tamana-shi, many residents and students who felt more terror by the tsunami warning issued on the coast of the Ariake Sea have evacuated as evacuation centers. Meanwhile, private Kumamoto Gakuen University received evacuees including people with disabilities and voluntarily established "welfare evacuation centers".
The institution and staff of the faculty of social welfare of the university and the executive branch immediately took immediate action based on urgency. After that, social evaluation increased in response to this.
Indeed, many unexpected tasks are inferred for universities to act as "welfare evacuation centers" urgently for unexpected situations. Private Kumamoto Health Science University was designated as a welfare evacuation center from Kumamoto City 2), but there was no user as a welfare evacuation shelter. At a later date, it was used as a place for the utilization facilities and distribution goods of volunteer workers nationwide. Based on the background of the above Kumamoto earthquake 3), consider the problems and issues of the acceptance situation of the affected residents of this university, and discuss about the regional contribution of universities that will protect the safety and lives of residents of the disaster archipelago We aim to collect information and clarify the role of university in the future planning of welfare.

2. Research perspective and method

From the viewpoint of the background of the above research, the following questionnaire survey was conducted.
2-1. Overview
Survey target: In Kumamoto prefecture, there are Kumamoto University (Faculty of Engineering, Department of Education, College of Science, Department of Medicine, Pharmacology), Kumamoto Prefectural University, Kumamoto Prefectural Technical College and Kumamoto Prefectural Agricultural University in Kumamoto Prefecture as a national university corporation · public. As private, Kyushu Nursing Welfare University, Kyushu Lutheran College College, Kumamoto Gakuen University, Kumamoto Health Science University, Bulletin University, Sajo University (Faculty of Engineering, Faculty of Art, Pharmacology), Tokai University (Kumamoto School Building, Aso School Building), Heisei Music Universities, Bunkyo University Junior College Department, Naka Kyushu Junior College and others.
Thinking about including campus, evacuation places and evacuation centers will be about 20 places.

2-2. Survey period and collection result:
We sent a questionnaire survey by mail to these universities in late November and closed in mid December.
As a result, there were replies from 7 schools, including the addition of 1 school.
The reason for the low recovery is that the university was seriously affected by the disaster, and it is possible that the university was in the midst of repair work and in fact it was not used as a shelter.
I would like to investigate again for uncollected universities.
Also, I would like to collect information continuously on the basis of information such as news reports.

As basic items, it is the name of the university, the number of students, the area of the campus site area, the extended floor area of the facility building, the designation name such as evacuation center, the barrier free situation inside the school building / site, the amount of the disaster, the number of days for confirming the safety of the student.

3. Ethical consideration

For the educational institution to be surveyed, it is presupposed that it is made public, but it is presented in the investigation request that the individual institution name is indicated by a symbol. It will be a response to that agreement.

4. Investigation result

1) Basics:
· Student Capacity: Medical welfare university (A) has 1,500 people. There are 1,480 engineering universities (hereinafter referred to as B). Agricultural system (C) is 920 people. 5. Summary

Including the results of the questionnaire survey. Preliminary examination of the acceptance system is necessary because each university has large variations in the number of staff and the area. Designation as a shelter is diverse.
There is a possibility that the examination in advance with the administration is not enough.
Barrier-free is not advanced much. For welfare medical universities, barrier-free is being implemented. This will affect the possibilities as a welfare evacuation center.
The amount of damage and evacuation acceptance also vary widely. Some universities did not accept evacuees.
There is little acceptance of people with disabilities. The number of evacuees also varies, but overall it is quite large. Privacy considerations are not made in many.
Many were reluctant to welfare evacuation centers. There are many reasons that "the organization is not made". F only states that there is no user. In the case of F, Kumamoto City has designated as a welfare evacuation center, but in this Kumamoto earthquake, there was no use as a welfare evacuation center. Problems remain in cooperation between Kumamoto City and F University, and well-known methods.
Regarding reasonable consideration, only A, F and G of medical welfare university needed it. Regarding this point as well, in the event of a disaster, not only physically handicapped persons but also the necessity of rational consideration for minorities such as intellectual disability, mental disorder, developmental disorder 4), chemical substances and food allergies, LGBT 5) There is a possibility that it may be required for the welfare evacuation shelter.
In addition, a structure is needed to respond professionally to the care of the mind for the trauma of the college students and staff.
At our university (Kyushu Nursing and Welfare University), campus social workers are dedicated to the Health Administration Center to cope with the earthquake stress.

The private Kumamoto school University in Kumamoto-shi (university including the welfare) was appointed as a place of refuge from Kumamoto-shi. Therefore it is urgent, and the university executives determine, and what I received in university facilities is known as welfare refuge 1) by various news nationwide voluntarily. Depending on a university, there were multiple places where 80% of facilities and the building collapsed, and there was the example that it was difficult to accept the area inhabitants whom I suffered from very much.
The public facilities private Kyushu nursing welfare university (Tamana-shi) that the writer worked was rolling of a little less than six seismic intensity degree and it was slight and finished the damage of the building. However, by the designation of Tamana-shi, it might become the refuge, and many outskirts inhabitants and students who had more sense of fear by a tsunami warning having been given to the Ariake seashore bank evacuated besides. On the other hand, the private Kumamoto school University accepted the refuge inhabitants who included a person with a disability and established "the welfare refuge" voluntarily.
I carried it out based on emergency by the prompt decision of a teacher, the staff and the executives of the social welfare department of the university. A social evaluation was sublimed into this correspondence afterwards.

Most were negative against a welfare refuge. "The system is not made ," but, for a reason, there is many it. Only F says, "there is not a user". In the case of F, Kumamoto-shi appointed it in a welfare refuge, but, by this Kumamoto earthquake, there was not the use as the welfare refuge. A problem was left for Kumamoto-shi and cooperation with University F and the well-known method.
About the rational consideration, only A of the medical welfare system university, F and G needed it. The need of the rational consideration to minority such as chemical substance and food allergy, LGBT5) may be pursued in the welfare refuge of the university other than mental disabilities, mental disorder, developmental disability 4) as well as a physical person with a disability at the time of the disaster about this point.
In addition, the system supporting by the care of the heart for the trauma of a student and the staff of the university technically is necessary.
In this school (Kyushu nursing welfare university), a campus social worker works full time in a health control center and copes with earthquake disaster stress.
